Gov. Tom Corbett on Tuesday unveiled a budget for 2012-13 that immediately drew applause or gnashing of teeth depending on which side of the aisle legislators reside. The $27.14 billion budget proposal kept spending in line with last year’s budget, which slashed about a billion dollars from public education and welfare programs. Public universities such as The University of Pittsburgh and Penn State, however, face even larger reductions in funding from the state this year. The budget does not include tax or fee increases but does not address transportation issues that include crumbling infrastructure and mass transit funding problems.
