Roddey Apologizes, Democrats Call for Him to Step Down After Controversial Remark

Allegheny County's GOP Chairman Jim Roddey on Wednesday said he was sorry for comparing supporters of President Obama to people with mental disabilities at a victory party for Rep. Randy Vulakovich.

 

Western Pennsylvania political figures and advocates for the disabled are reacting with dismay to a wisecrack from Former Allegheny County Executive Jim Roddey, who at a victory party Tuesday compared Obama supporters to people with mental disabilities.

"I was a little surprised,” said Nate Locklin, president of the Ross Township Republican Committee. “Jim likes to tell jokes. That one was a little off. I was a little disappointed. I did not think it was appropriate. Disabilities aren't funny."

On Wednesday afternoon Roddey issued an apology for the remarks.

"I regret my comments," he said. "I have a long record of supporting people with disabilities and should have remembered that before I spoke. My remarks were inappropriate and I apologize."

The GOP chairman of Allegheny County, Roddey served as master of ceremonies for the victory party for state Rep. Randy Vulakovich at Monte Cello’s restaurant in Hampton Township.

About 300 people attended the party for Vulakovich, the Republican who easily defeated Democratic contender Dr. Sharon Brown in the special election to fill the seat of former state Sen. Jane Orie in the 40th District.

Orie resigned after being convicted for using her office staff to do campaign work. She was sentenced to 2 1/2 to 10 years in prison.

After speaking to the crowd about Vulakovich's victory, Roddey launched into the Obama joke, according to the Pittsburgh Post-Gazette, which gave this account:

"There was a disappointment tonight. I was very embarrassed. I was in this parking lot and there was a man looking for a space to park, and I found a space for him. And I felt badly—he looked like he was sort of in distress. And I said, 'Sir, here's a place.' And he said, 'That's a handicapped space.' I said, 'Oh I'm so sorry, I saw that Obama sticker and I thought you were mentally retarded."

The crowd at the restaurant responded to Roddey’s joke by clapping and hollering, the Post-Gazette reports.

But some local Democrats aren’t laughing.

“Jim Roddey should be ashamed of himself,” the Allegheny County Democratic Committee tweeted after learning of the former county executive’s statements.

Allegheny County Democratic Committee chairwoman Nancy Mills of Moon Township on Wednesday called on Roddey to apologize to the people he offended and to resign from his post as GOP chairman. She asked Republicans to press Roddey to do the same.

"If I made a comment like that my own friends would have called on me to step down immediately," she said. "Furthermore, Mitt Romney needs to show leadership and hold his supporters like Jim Roddey accountable for their attacks. Romney should join me in denouncing Roddey.”

Reached Wednesday, Brown said, "I honestly don't think he was thinking. To make a joke out of a person with a disability is unconscionable."

Butler County Republican Committee Chairman Jeff Smith, who attended Vulakovich's victory party, admitted the jest didn't portray Roddey in the best light.

“It was clearly not one of Jim’s better jokes," he said. "While no one can condone a joke made at the expense of the handicapped, I think he was probably caught up in the euphoria of the moment. Jim’s longtime involvement with civic and charitable causes is more indicative of the kind of person he is than one unfortunate, off-color remark.”

A petition calling for Roddey’s resignation has been started in light of his comments, Mills said. As of 6 p.m., it had 84 signatures.

I found his comment offensive, but I'm not sure what right theh Democratic committee has to ask someone in the GOP party to step down. If the Republicans want to ask him to step down that is another matter.

The exuberance of victory often results in people saying things they will wish they hadn't. I remember Chase Utley dropping the F-Bomb at the Phillies' victory parade. Right in front of thousands of admiring kids. But this reveals a human core value that was so easily dismissed for a joke. I leared a long time ago you usually can not shame people into changing their ways, especially when they are sitting on top. That tasks is up to the person. I have friends intellectual disabilities, and I do not think that they would want this guy to resign. Their ability to forgive usually trumps the insults directed at them.

The Roddey comment is an affront in two respects as it maliciously denigrates individuals with mental health challenges and supporters of President Obama. I did not vote for nor will I be voting for President Obama this time around, but I would never link his supporters with the slur "retarded". I can say that they are misguided rather than implying that a different view than mine is indicative of a mental defect. Chairman Roddey's comment is yet another instance of intelligent, sophisticated people who know better sticking foot in mouth, uttering comments that are insensitive, offensive, and outlandish. There seems to be a long history of individuals speaking at party events who are under the delusion that no one will ever learn what they say, even when the event is recorded: incredible stupidity. Despite the nature of Roddey's "joke", I do not know that it is appropriate for one moment of outrageous behavior to cause him to resign in disgrace.

Retarded shouldn't be a slur, though. My son is delayed, and by some would be called "retarded". I think he is remarkable. I wish we could change the feel of that word. He is slow but is a very bright boy and has feeling just like everyone else. He might not excel in all his classes but he is a very bright boy.

I think everyone is missing the most obvious point of his arrogance that inspired him to say that. To make such kind a mean and off-color comment is merely a reflection of Jim Roddey’s height of arrogance that I know all too well.

It was Jim Roddey’s arrogance that pre-selected Randy Vulakovich a week in advance that prevented me from running as a Republican nomine for Jane Orie’s former position. The fix was already in and Jim wouldn’t allow me to interview with the selection committee for the position, which is the entire reason I had to run as an Independent yesterday!

There is major corruption in the government in this area absolutely. In county government you get a great job if you know or are related to someone. At the airport there are more "bosses" than grunts. And there have been custodians who have been made bosses of departments for which they know nothing about. There are secretaries who get made bosses who have no clue what they are doing. It is because of who they know. Corruption runs deeply in the county government.

I am an independent. I did not and would not vote for Obama just because I am not happy with his administration. But that is for another time. However, I do not appreciate Mr. Roddey's comment and, as the mother of a challenged child and the cousin of a mentally challenged young lady I am absolutely offended by what he says and, am offended by anyone who chooses to use the word "retarded" in any way to put down anyone. I know people who are democrats, they are family and friends. Actually, some of my family members who were not democrats admitted they voted for Obama in 08 and, as much as I could not grasp why they would do that, I would not have said anything that terrible to them. Isn't it up to the Republicans to deal with Mr. Roddey .... the democrats have their own issues to deal with and need to do just that ... the Republicans will handle Mr. Roddey.

Well, if I'm a big Dem supporter I am shaking my head at the stupidity of Mr. Roddey and if I'm a big Repub supporter I am shaking my head at the stupidity of Mr. Roddey. I haven't heard a wisecrack like that since I was a senior 35 years ago at North Hills High School. Roddey knows better. He knows that a Republican cannot say anything that is considered derogatory. Dems can go on all day and call Tea Partiers "T-baggers" and we all know they are not referring to Lipton or Tetley. Yet I never hear apologies offered by the Dems. The double-standard prevails. The Dems are ridiculous to call for his resignation. He has not been effective as the County GOP leader. They should just shut up and leave him be.

I find people that refer to Tea Party members by that ugly terms to also be ignorant and offensive. Yet those people choose to be members of a very radically conservative party, and are not subjected to severe discrimination because of it. People with disabilities have no choice in their state, and are often treated as being less than human or second-class citizens in our severely ableist culture. If you can't see the difference, you should do some volunteer work for your local special education classrooms and discover the difference.

I would call anyone not making a million dollars a year voting for Romney against their own interests lacking in intelligence also, but this wouldn't be the place to do that. I wouldn't bring race into it at all, but that's just me, it's more important to some people.

This Roddy thing is a tempest in a teapot, not worth all the uproar in my opinion. I like Roddy, he's one of the sensible Republicans, unlike the brand in power today. I was quoting an argument I've heard over and over again, which John reused, in which people think anyone who voted for Obama only did so to prove they aren't racist. And that's ridiculous.

Also, when I said that voting for Romney will prove your stupidity, I was just rearranging John's words. If I'm way off base, so is he, although I didn't mean what I said. Everyone is entitled to their opinion and we all have a right to vote. That's the beauty of this country.

A tad off color? My child has this "tad off color" term hurled at him on a daily basis in public. If he had told a joke using a severely offensive term about you or your family, would it be "a tad off color"? What if that term was often used to deny your existence and feelings as a human being, and was used to justify discrimination against you? Ever had the word hurled at you while being bullying from a playground or a lunch table? Ever had it whispered in giggles behind your back, as you work your hardest to learn a new skill or get through your day?

Politicians know better. They are professional public speakers, and should certainly be aware that being "off color" is not appropriate. Enough has been said recently about these kinds of "off color" jokes that you would think he would know not to have one come out of his mouth, and not expect consequences.

If truth be said, I can, too, easily see myself belting out such an unsavory comment in the euphoria of the moment, and I bet most of you can, too. Is it wrong, as in really wrong? Yes... But there it goes. When I do such a thing I invariably go through withdrawals of the most painful kind; verbal detoxification and emotionally disengaging with all living things. He's apologized for doing what we've all been guilty of doing...so time to get over it. Face facts...his humor came from a realistic place.. our debt is trillions now...not just billions. Promises not kept...he's been a major disappointment. Unlike the elderly, students, many urban dwellers not exactly living in condos, Afro-Americans, disabled and other potentially not pro GOP people that this complex and confusing, demonstrably not needed legislation, seeks to exclude, I have easily voted every year. Perhaps, longer than you have been on this planet. Try reading thru all of that wondrous and skilfully conceived document.
Yes I can "get off my lazy ass" but many thousands of people, in PA alone, cannot so easily do so. As the parent of a wonderful adult male who happens to have learning disabilities and is considered to be "intellectually" challenged and the cousin of a beautiful adult female who is mentally challenged I absolutely take offense to Mr. Roddey's disgusting comments. He can apologize until the cows come home and it won't make a difference to me. You don't just say things like that unless you absolutely think that way. And I like Mr. Roddey. But I find this to be just disgusting.

And, I feel the same way about Obama when he made his disgusting comments about the bowling like being in Special Olympics. How dare him. Aren't he and his wife blessed to have two beautiful daughters with no disabilities. Shame on both of these so called leaders for these comments and shame on anyone who makes jokes or fun of anyone with such a disability that they did not ask for in life.

As the mother of a child with Down Syndrome who advocates and works everyday for the acceptance and inclusion of my son...and the removal of the "R" word from the english language, Mr. Roddey's comment and the apparent response from the crowd disgusts me,as did Mr. Obama's about Special Olympics, and only proves that there is a lot more work to be done where developmentally disabled people being accepted in society is concerned. Quite honestly, I find it sad in this day and age, that there are people who still think and feel that it is okay to behave this way at the expense of somebody elses feelings.

@momof2 – You will probably find this hard to believe, but I do feel for those that raise developmentally disabled children. My point is that you can’t legislate tolerance, or gain acceptance by banning words or thoughts. When you tell a citizen that they’re not allowed to use a certain word or harbor certain thoughts, you push away those you want to reach.

I’m sure you know this, but real change comes through education. Give people time and they’ll come around. Education on the issue is starting to take root. Poll after poll indicates the nation is moving in your direction.

@outraged citizen, I agree that education is the key to making the changes that are so desperately needed and believe me that is my first, foremost and primary goal. But part of that education is that people realize that there should be no place for hurtful or derogatory comments of any kind. So many people state that they support causes and then act in a way that contradicts. Believe me, I am not pushing "political correctness", but I will not accept hypocrisy. So often a cause is supported to fulfill an agenda and there really is no honest or sincere interest in it. I just simply have not much use for people that can make hurtful comments of any kind without thinking first of the people or person it could affect.

To all of you who say people are "too sensitive" these days, consider this: imagine, instead of choosing to attack intellectually challenged individuals in his "joke", he decided to say "I saw tthat Obama sticker and through you were a n*gger". would he merely have been using a word that people would inariably " overeact to"? The word retard has evolved from its medical connotation into a derogatory minority slur. It is ignorant to say that this word has no harmful meanings attached to it, just like with any other minority slur attacking race or gender. I am a supporter of the constitutional right of free speech, but I don't believe it fully applies to those in public office because theyare held to a higher standard than the rest of us. They are supposed to empower, not attack citizens. I was offended when Obama made his remark about the special Olympics at the beginning of his term, and believed he should have been punished somehow, just as I agree this man should face a severe penalty.

Though in this situation it does not apply, to Jeff's general statement, he is correct. Anyone in the public eye is monitored more closely and has more of an opportunity to violate First Amendment related laws. We have defamation, obscenity, clear and present danger, etc. We do not have "free speech." Consider a little historical context. the framers could not have imagined the ease with which we distribute information publicly now, and they were not intending to protect (or have to protect) some guy cracking jokes at a Monte Cellos. It is freedom of speech as far as the good of society and the nation is concerned. Basically, you can say what you want, but be prepared for law suits and the possibility of arrest if you harm others through inciting violence/defamation/slander or anything along those lines.

And just a small note, but none of the framers intended for the Constitution to still be used today, just as none of the framers were satisfied with the document produced. For Example, Jefferson felt the constitution should be revised/rewritten every 19 years for every new generation and thought the original left too much opened to interpretation. The Constitution was a poorly crafted document by exasperated men who were just trying to hold a new country together and relied heavily on the assumption that future governments would revise and fix their mistakes.

Also, hurtful and derogatory comments are _not_ always protected under the first amendment.

@Erin – Your post begins with a faulty premise and never quite recovers. I’ll be brief.

First you equate greater visibility with loss of the Freedom of Speech because as a public official - with assumed greater visibility – you’re more closely monitored for any possible First Amendment violations. Does that about sum it up?

Riddle me this Erin. If there are established violations of the First Amendment and someone – for arguments sake let’s say anyone – commits one of these violations was that speech “free” to begin with? Second riddle, does it matter if the person committing the violation is or is not an elected official?

I suspect the answers to these are obvious.

I do agree the US Constitution isn’t perfect. As an instrument created by man, it never could or ever will achieve perfection. But, it’s what we got and while not perfect, it’s done a heckuva job Brownie.

Freedom of speech, I believe in, so yes he has a right to say what he will, just as I have a right to express discourse with his lack of sensitivity and blatant disrespect of a community of people and those who have the hardest time, day by day. My son is Autistic and I believe that Roddy's freedom of speech is closely related to a bully's wise cracks. No, I did not say he is a bully. However, those who are unable to defend themselves and may not even be able to speak to this nastiness, need people to stand in the gap for them and speak out against this specific, "FREEDOM OF SPEECH." So, I read here that the word police want to ban the word retard from the English language because they do not like it. What word would we ban next? what would you do to someone who used a banned word? Jail them or simply execute them? I am reminded of the local politician in New Jersey a few years back who was speaking in a public meeting about the budget constraints and used the word "niggardly" to describe how meager the funding would be. Of course, the word and thought police and the local branch of the NAACP were out in force demanding that he apologize for using that word. He directed them to a dictionary but that would not stop them from demanding he step down. It was not what the word meant but how it sounded TO THEM. Ridiculous.

@Outraged citizen... so many people confuse the First Amendment's protection to mean that you can say anything you want to anyone and there are no consequences or ramifications. It just means it isn't illegal....although sometimes those comments fall under laws set forth (the essential element of the tort) including that a false or defamatory statement was made and that it caused harm (libel/slander) A politician and those in public office are held accountable to his constituents, and I would argue the public, for his words and actions. He should be ashamed of himself for such a comment!

@Julie – You will find no disagreement with me. I think the statement was idiotic and I wouldn’t shed a tear if Republicans decided to replace him as chairman. I also agree there are limits to speech for all the reasons you mentioned.

What I find appalling are those out there that want to fine, physically assault or banish this man from society for simply uttering a word. It makes me cringe when you have those here that want to ban words or thoughts just because they hurt their feelings. We’re supposed to live in a society where it’s OK to disagree with each other, even passionately so. Does that mean it gets ugly at times, yes. In fact, it gets real ugly at times. But I would rather live in a country where Westboro Baptist Church is allowed to protest at the graves at fallen soldiers than one that fines or imprisons its citizens for using words or having thoughts it disagrees with.

Susan ... yes there are bigger issues out there absolutely. Yes, in a way, get over it.

We teach our kids respect for others, especially those who, through no fault of their own, were born with a disability or retardation. Not all parents do that. Being the parent of a special needs child it is just a little harder to "get over it already". Those who are blessed with children with no special needs have no idea what these children endure every day. Sometimes it is not as easy as one thinks to "get over it already".

I am saying prayers that all of those people out there (Roddey and Obama, especially) who feel the need to make fun of these beautiful people who are challenged and/or retarded learn to be better human beings and have more respect for these beautiful human beings that God created to be special.

I am disgusted with Mr. Roddey's comment(s) as well as the insensitive comments made by Obama previously. They can apologize all they want. You cannot unring a bell. They are both extremely arrogant men and apparently have never had to suffer the pain of knowing that your child is different from other children when you have a child with learning disabilities or is mentally challenged/retarded.

I know this pain. I am the parent of a young man with learning disabilities who was "labeled" retarded so that he would get the special education he was so desperately in need of in elementary school .. especially after the so called professional educators in the BW district overlooked it.

These children and people are wonderful individuals who deserve the love and respect that all of us should be giving to every child and adult. Unfortunately, children are not taught respect and manners any more. Obviously Mr. Roddey and Obama were not taught that respect and as adults displayed this with their careless, insensitive comments. Shame on both of them and anyone who would act like this.
